About Harrowell

A long-term partner for scholarly journals.

Harrowell is a scholarly publishing business that develops, transitions and supports journals through connected operational expertise, publishing infrastructure and responsible long-term stewardship.

What we do

We make the work behind a journal stronger.

Scholarly journals depend on editorial leadership, dependable operations, production, technology, metadata and clear governance. Harrowell brings these disciplines together so journals can serve their research communities with consistency and care.

We work across the full life of a journal: helping to establish new titles, supporting the ongoing management of established journals, coordinating operational transitions and developing portfolios for the long term.

Our work is designed for publishers, societies, institutions, journal owners, editorial teams and individual clients who need specialist publishing support. The scope may be a focused workstream, a managed service or an integrated publishing partnership.

Our business

Built around the full publishing operation.

Journal partnerships and transitions

We work with journal owners, publishers, societies and institutions on new publishing partnerships, journal opportunities, portfolio transitions and long-term stewardship. Our focus is continuity: for editorial teams, authors, readers, published content and the journal’s scholarly identity.

Publishing operations

We provide the practical capacity and structure that a journal needs to run well: editorial office support, peer review, production coordination, author communication, quality assurance, metadata and digital publishing workflows.

Infrastructure and development

We help organisations make considered decisions about publishing systems, platforms, data, discoverability, reporting and service design. This includes controlled migrations to OJS/PKP, with content, metadata and workflow continuity planned and verified throughout.

Specialist publishing support

Not every need requires a full publishing partnership. Harrowell also provides focused support for organisations, journal teams and individual clients—covering publication preparation, production, editorial processes, metadata and publishing projects.

How we work

Operationally rigorous. Scholarly grounded.

Editorial independence

Editorial judgement belongs with editors and editorial boards. Our role is to give them the systems, information and support needed to exercise that responsibility well.

Clear accountability

We define scope, responsibilities, service levels, decision points and reporting from the outset. Good publishing partnerships are easier to manage when the operating model is visible.

Responsible development

We prioritise dependable workflows, usable data, transparent standards and sustainable improvement—not exaggerated promises about acceptance, indexing, impact or review speed.

The Harrowell approach

One connected view of journal publishing.

A journal is not a collection of isolated services. Editorial governance affects peer review; peer review affects production; production affects metadata; technology affects every stage. We work across those connections.

That means our clients receive a clearer view of their publishing operation, practical support where it is needed and a partner able to keep the wider purpose of the journal in sight.

Who we support

Different clients. One publishing discipline.

The same journal can involve an owner, a scholarly society, a board, an editorial office, production suppliers and a platform team. Harrowell helps these parties work with clearer responsibilities and a shared operating view.

Journal owners and publishers

For journal opportunities, stewardship, portfolio transitions and the operating work required to sustain a credible title or programme.

Societies and institutions

For organisations that need publishing arrangements aligned with scholarly purpose, governance, editorial independence and long-term value.

Editorial and publishing teams

For teams that need more operational capacity, clearer workflows, a controlled recovery plan or specialist support alongside their existing expertise.

Individual clients

For defined publishing requirements such as publication preparation, workflow guidance, production support and process-oriented project assistance.

From enquiry to delivery

A relationship that starts with the actual requirement.

There is no generic service package imposed on every journal. We start by understanding the journal, the people responsible for it, the current operation and the result that needs to be achieved.

Common questions

What corporate partners need to know first.

Can Harrowell work with existing suppliers?+

Yes. A service can strengthen a particular workstream while existing editorial, production, hosting or technology suppliers remain in place. The scope should make handoffs, access, decision routes and responsibilities explicit.

How is editorial independence protected?+

Editorial authority, board roles and escalation routes are defined as part of the operating model. Harrowell provides the systems and support behind editorial work; scholarly decisions remain with the appropriate editorial leadership.

What happens before a transition or migration begins?+

The work begins with an inventory of the journal, its stakeholders, systems, records, workflows and dependencies. The project then defines scope, access, mapping, validation, communications, acceptance checks and the route into stable delivery.

How are commercial terms agreed?+

After the initial assessment, the relevant service scope, deliverables, timeline, responsibilities, fees and review arrangements are set out for the proposed engagement. A conversation does not create a commitment until terms are agreed.
